Is there a way to select horses and ask for the bet to be placed at BFSP?.

Hi John,

You can submit a bet to Betfair via the Cymatic software with the 'Take SP' setting on. If this bet is not matched before the start of the horse race, then it will get matched at the SP in the moment when the race goes in play.

How if you wish to submit a true SP bet (one which cannot be matched before the race starts and is simply an instruction to bet at the SP price when the race starts), then that can only be done using the Betfair website.
