I contacted Betfair about this, without mentioning any specific accounts. They confirmed that they do now apply a data restriction to accounts that have never been funded, or where they believe that it is being used for unlicensed commercial use. Please see below, details of what they said.

Yes, we have applied data restrictions to accounts that have never funded for a while now. This effectively means that accounts that have never funded receive delayed data.
There are also circumstances were we’ll forcibly delay an account if we believe that it’s being used for unlicensed commercial use, in which case the customer affected should contact us directly.
