Along similar lines to what Nigel said, ERROR_IN_ORDER can mean that one of the orders contained within a batch of orders has failed (which might be a batch of just one order) so the whole batch has failed. The message will occur for example if there are insufficient funds in the account during that moment, to cover the liability of the bet, or if the market is currently suspended.
If you look into the status log tab in Cymatic, it will usually show the detail of the error, for example INSUFFICIENT_FUNDS:
2020-06-23 22:48:04.192 Wait: Failed to place bet. Error: INSUFFICIENT_FUNDS. No retries are allowed for this type of error. Bet Details: Miss Yachty, L, £5 at 5
You posted two examples that don't show any INSUFFICIENT_FUNDS message and just repeat the more general message ERROR_IN_ORDER, so I'm not certain what the problem was with the underlying bet.
The most likely scenario is that the market was suspended when you sent the bet, or the runner had been withdrawn. That would cause ERROR_IN_ORDER in the status log tab and in the Excel Report column. Markets can sometime be suspended very briefly.
It should not cause an error just because the lay price has moved above your requested odds.
