The following announcement was made by Betfair recently:

Please be aware, that due to recent regulatory developments, we are in the process of blocking www.betfair.com (including the Betfair API) for Slovenian IPs.

The following communication has been sent to all Slovenia based customers as a result of this:

“Due to regulatory developments we will be closing our website for all customers betting from Slovenia on Friday 28th October. Please visit the website in advance and manage any open positions and withdraw any funds. After Friday 28th October please contact our customer service team (https://en-betfair.custhelp.com/app/home) to withdraw any funds outstanding. All bets placed to date will be left open, please contact us if you wish to cancel any Sportsbook bets; bets placed on our Betting Exchange cannot be cancelled.”
