Quick Q, does the PIQ take into account people pulling out/cancelling bets ahead of you?

Yes it does.

Please note that the PIQ algorithm is capable of detecting changes in your PIQ pretty accurately even when other orders are pulled, but occasionally it might be based on an estimate, for example if it can't completely determine whether the pulled orders were sitting ahead or behind your orders.
